The explanation came from Paul MacPherson, Rockstar's senior vice president of environment art, in an interview with Game Informer. He said the studio has to "evaluate the diversity of landscapes" to serve the game's needs while still capturing the full feel of the state.
"So, while we may not have those exact locations, everything we have is geared to getting that full Florida experience!" MacPherson said. The interview is part of Game Informer's coverage of the game, one of the most anticipated releases of the decade.
